New AU commissioner to be elected in Maputo summit ADDIS ABABA - A new leader of the African Union (AU) Commission will be elected in the upcoming AU summit which is scheduled to be held in July in Maputo, capital of Mozambique, said an AU official Tuesday. So far, only two candidates including incumbent Interim Chairman Amara Essy and former president of Mali Alpha Oumar Konare have submitted applications, added the official who asked not be named here. Besides, in the Maputo summit, African heads of state will also complete the Commission to replace the General Secretariat, which is currently being act as a commission. The commission will be elected by the AU Executive Council and the summit based on the new structure and procedures established by the AU. Also main organs of the AU will be established except the already existed ones including the Assembly, the Executive Council and the Committee of Permanent Representative. Concerning the Pan-African Parliament, the official hoped that it could come into force after the Maputo summit since majority of the AU member states have started the ratification. In the summit, the heads of state would endorse the establishment of an African Standby Force. He also called upon the member states to ratify the instrument on the establishment of the AU Peace and Security Council. During the first summit of the AU last July in Durban, South Africa, Essy was elected interim chairman of the AU Commission.
